Section 5
Formation of National Reconstruction Consultative Council:

(1) There will be a National Reconstruction Consultative Council for sponsoring and advising the Steering Committee on the preparation of policies and plans related to reconstruction.
(2) The constitution of the Council shall be as follows:-
(a) Prime Minister – Chairman
(b) Leader of the main opposition party in the “House of Representatives” – Vice President
(c) Ministers appointed by the Prime Minister – Member
(d) Former Prime Ministers – Members

(e) Heads of political parties represented in the “House of Representatives” – Members

(f) Parliament representing the districts affected by the earthquake in the “House of Representatives” Among the members, based on the principle of inclusiveness, fourteen people nominated by the Supreme Council with representation from each district - members

(g) Chief Executive Officer - members
(h) National Planning Commission Vice Chairman – Member
(i) Chief Secretary to the Government of Nepal – Member
(j) Commander-in-Chief, Nepalese Army – Member
(k) Governor of Nepal Rashtra Bank – Member (l) Secretaries of the Government of Nepal appointed by the Prime Minister - members (d) Inspector General of Police, Nepal Police – Member
(d) Inspector General of Armed Police, Armed Police Force, Nepal – Member
(n) Five members including at least two women nominated by the Government of Nepal to be represented from universities, non-governmental organizations, civil society or private sector experts. (p) Secretary – Member Secretary
(3) The meeting of the council shall be held at least once in six months on the date, time and place designated by the chairman.
(4) Any other expert or official can be invited to the meeting of the council as per the need.
(5) Other procedures related to the meeting of the council shall be as determined by the council itself.
